Bao Ping Ma, Qi Feng, Lu Yi Lun, Guo Cheng Kun, Qin Qi Xiu, Zhang Yi, and Kok Ky

Case Details

On May 23, 1996, the U.S. Customs Service announced the seizure of 2,000 automatic weapons illegally smuggled and sold in the United States. The weapons, valued at some four million dollars, were AK-47 assault rifles with North Korean and Chinese markings. They had been manufactured in the People's Republic of China and sold to undercover agents of the U.S. Treasury Department posing as arms traffickers. Fourteen people were charged with violating U.S. gun-control laws. Seven are fugitives and believed to be in China.

Suspects

Forty-four-year-old Bao Ping Ma, also known as Robert Ma, was an executive of the Dynasty Holding Company of Atlanta, Georgia. Ma's company bank account in Beijing was used to receive a down payment for the weapons smuggling venture.

Qi Feng, a former representive of POLYTECH, is also wanted in connection with the illegal arms transfer. So are three NORINCO DALIAN officials: Assistant President Lu Yi Lun, Assistant Vice-President Guo Cheng Kun, and Qin Qi Xiu, an export manager of the firm. She negotiated the illegal arms deal with Qi Feng and met the undercover agents to receive payment.

Zhang Yi is alleged to be another source of weapons in China and negotiated their sale with the undercover agents. He had the ability to facilitate the trans-shipment of arms through Cambodia and the Philippines. Kok Ky, a Chinese official, is alleged to have met with defendents Hammond Ku and Richard Chen in Cambodia to negotiate the smuggling of additional heavy weapons into the U.S.

The U.S. may provide rewards for information leading to the location and arrest of fugitives.
